To provide a programme that recognises the revised section structure within the Scout movement and offers an appropriate balance of fun, adventure and achievement for all the young people taking part

To provide a programme that allows leaders and young people to work together and outside of their own units

To make activities, training opportunities and a skill building programme available to adult leaders

To make WINGS the culmination of a programme of activities offered to the young people, not necessarily just in Berkshire, over the preceding year

To provide a vehicle for promoting Guiding and Scouting in Berkshire both before and during the camp

To make Guiding and Scouting highly visible within the county during the camp

To use WINGS as part of a managed recruitment campaign for Guiding and Scouting

To involve the Berkshire business community, media and Local/National Government both by approaching them for financial support and/or using WINGS as a showcase for Guiding and Scouting

To endeavour to achieve a high proportion and variety of overseas units attending the event

To encourage overseas Guide and Scout  expeditions to offer invitations during the preceding two years

To cost the event at a realistic price for participants, leaders and staff

To build on the success of the two previous WINGS and make maximum use of experience and appropriate personnel involved in WINGS93 and WINGS98
